The work of HOA Committees

Committees work to support the Old Kathleen Ranch HOA Board by handling specific tasks or areas that require dedicated attention.
Committees often take on detailed work, such as research, planning, or problem-solving, and bring recommendations to the OKRHOA Board for consideration. Committees serve in an advisory capacity only, and all final decisions are the responsibility of the OKRHOA Board. To serve as a committee member, an individual must own at least one lot in OKR and remain a member in good standing. Road Committee
The Road Committee is an advisory committee to the OKRHOA Board of Directors. Its primary purpose is to assist the Board in matters relating to the maintenance of existing and roads and roadway infrastructure. The recommendations of the Road Committee shall balance the needs of the community with available financial resources.
The committee should have a minimum of three, and a maximum of five members. The Chair should be a sitting Board Member, the remaining members should be property owners. Meetings to be held as needed, (in person or electronic).

Nominations, Elections and Voting Committee
The Nominating, Elections and Voting Committee is a standing committee of the OKRHOA. The purpose of this committee is to manage the nomination and voting process for open positions on the Board of Directors, and to assist the board when conducting a required vote on an issue
The Nominating Committee is responsible for ensuring a transparent, fair, and efficient process in nominating and electing candidates for the Board of Directors. The key responsibilities include:

The Nominating Committee is responsible for ensuring a transparent, fair, and efficient process in nominating and electing candidates for the Board of Directors. The key responsibilities include:
- Determine how many Director positions need to be filled, in accordance with the Bylaws.
- Prepare a slate of qualified candidates for the open positions to be presented to the Board of Directors for approval.
- Follow process for the election and ratification of new Directors at the Annual Meeting.

OKRHOA Projects
Cattle Guard Maintenance
Work is underway to improve and restore the cattle guard at the Old Kathleen Ranch main entrance on Highway 102.
Over the years, dirt and gravel had gradually accumulated in the cattle guard pit, reducing the effective depth of the guard and allowing livestock to more easily cross. With increased reports of cattle getting through in 2025, it became clear that maintenance was needed to restore the cattle guard’s effectiveness.
The existing steel grates were removed, and the pit was cleaned out and squared up in preparation for the improvements. During this process, it was discovered that the railroad ties supporting the cattle guard had deteriorated and needed to be replaced. A plan was developed to install new pressure-treated lumber around the outside edges of the pit to help create a barrier and reduce future dirt and gravel intrusion.
As part of the upgrade, new cattle guards have been purchased that will nearly double the crossing length of the existing installation. The increased length will make it significantly more difficult for livestock to jump across and will improve the long-term reliability of the entrance.
The first phase of the project was completed this week when Gary Shipley, Dave Gorney, and Sean English removed the original cattle guard, cleaned and prepared the pit, identified the needed repairs, and prepared the site for reinstallation. The remaining work is expected to be completed (weather and circumstances permitting) by Saturday, June 19, 2026.
Plans are also in place to complete similar maintenance and improvements on the cattle guard at the Highway 59 entrance.
