The work of HOA Committees

Committees work to support the Old Kathleen Ranch HOA Board by handling specific tasks or areas that require dedicated attention.

Committees often take on detailed work, such as research, planning, or problem-solving, and bring recommendations to the OKRHOA Board for consideration. Committees serve in an advisory capacity only, and all final decisions are the responsibility of the OKRHOA Board.

To serve as a committee member, an individual must own at least one lot in OKR and remain a member in good standing.

Road Committee

The Road Committee is an advisory committee to the OKRHOA Board of Directors. Its primary purpose is to assist the Board in matters relating to the maintenance of existing and roads and roadway infrastructure. The recommendations of the Road Committee shall balance the needs of the community with available financial resources.

​The committee should have a minimum of three, and a maximum of five members.  The Chair should be a sitting Board Member, the remaining members should be property owners.  Meetings to be held as needed, (in person or electronic).

Nominations, Elections and Voting Committee

The Nominating, Elections and Voting Committee is a standing committee of the OKRHOA. The purpose of this committee is to manage the nomination and voting process for open positions on the Board of Directors, and to assist the board when conducting a required vote on an issue

The Nominating Committee is responsible for ensuring a transparent, fair, and efficient process in nominating and electing candidates for the Board of Directors. The key responsibilities include:
  • Determine how many Director positions need to be filled, in accordance with the Bylaws.
  • Prepare a slate of qualified candidates for the open positions to be presented to the Board of Directors for approval.
  • Follow process for the election and ratification of new Directors at the Annual Meeting.

Governing Documents

As discussed at the 2024 OKR General Meeting, the Association’s governing documents had not been updated in almost 30 years.  A committee was formed to research and update the Bylaws and CCR’s and to address any additional requirements for them to be accurate.

Many of the changes that occurred to our original documents were updates to certain codes / laws that were referenced. The legal language (and detail) reflects three decades of updates. You will note that some sections were moved and retitled, others were combined, and we have included a “guide” as to the relationships between the old and new documents. Also, we are sharing our justification chart that references appropriate sections of the CCIOA and other legal references. Our goal was to make sure that the Bylaws, CCR’s and Policies were mutually supportive and properly referenced.  These drafts have been reviewed by the Board and the Association attorney.

**UPDATES**
  • 11/11/2025:  Proposed CCRs passed by vote of membership
  • 10/25/2025:  Voting deadline extended due to mail delivery issues
  • 10/1/2025:  Ballot and voting packages for the proposed amended CCRs sent to membership.
  • 9/25/2025:  Final Vote version added to website.  Removed editing marks.  Inserted "Exhibit A".
  • UPCOMING VOTE ON THE CCRs:  Next up is the vote to adopt the amended CC&Rs and we will be mailing a package out to all owners within the next couple of weeks so be aware that this will be coming.  Once the mailing has been sent we will also be calling everyone to be sure that you got it and to encourage you to send the ballot back to us for counting.  We would love to see 100% participation in this, no matter how you plan to vote.

  • 9/5/2025:  Updated proposed CCRs and Policy and Procedure Manual after community input from August Board and General Meetings.  CCRs (Section 14.01 (Removed old Section 14.02) - Policy 180 updated.
